- Approve Minutes of Meetings of January 24, 2008 and March 27, 2008.

- ADOPT Resolution Authorizing Delta Protection Commission Chair or Executive Director to Enter into Contract Agreement with the California Department of Fish and Game, Ecosystem Restoration Program for the Delta Working Landscapes Project; and Authorizing Chair or Executive Director to Enter into Subcontracts with Hart Restoration, Inc. and Ducks Unlimited to Carryout the Delta Working Landscapes Project.
- Direct Staff to Complete Documentation Required to Implement the Project for Which the Grant Was Awarded.
- ADOPT Position of Support for Assembly Bill 2504, DeSaulnier, Delta Tourism and Marketing Plan .
- ADOPT Position of Support for Assembly Bill 2502, Wolk, Delta Ecological Restoration and Recreation Areas, Consistent with the Previous Action of Support Taken by the Commission on H.R. 3554 (Ose).
- Receive Letter of Comment Submitted by the Commission (as facilitator of the Delta Mercury Collaborative) to the Central Valley Regional Water Quality Control Board on the Proposed Basin Plan Amendment for Methyl and Total Mercury in the Sacramento-San Joaquin Delta Estuary.
- Receive Informational Update on Delta Vision, Including the Formation of Work Plan Groups, Particularly Delta as a Place, and Governance and Strategic Funding.
- Receive Informational Update on Strategies Adopted to Date, by Delta Counties Relative to the Delta Vision Process.
- Receive Informational Update on Bay Delta Conservation Plan Environmental Review Process.
- Receive Informational Update on Delta Agricultural Easement Development Discussion Process Facilitated by the Commission.
- Receive Informational Update From Discover the Delta Foundation

Regular Agenda
- Receive Informational Presentation from Staff of the Department of Fish and Game on Invasive Species K9 Program. (Commissioner Armor/Warden Lynette Shimek) (15 minutes).

- Findings and Analysis of the Commission Concerning Appeals Filed on November 3, 2006 by (1) the Natural Resources Defense Counsel and (2) the Concerned Citizens of Clarksburg, et al., Relative to the Clarksburg Old Sugar Mill Specific Plan and Related Documents (OSMSP):
- ADOPT the Findings and Analysis Set Forth Below. The Findings and Analysis Explain the Basis for the Commission’s Determination that the Revised OSMSP, as Approved by the Yolo County Board of Supervisors (County) on March 11, 2008 are Consistent or Not Consistent With the Following Policies of the Commission’s Land Use and Resource Management Plan for the Primary Zone of the Delta and Related Provisions in the Delta Protection Act:
- Consistent: Land Use Policy 3.
- Not Consistent: Levees Policy 3.
- Public Hearing on Resubmitted Old Sugar Mill Specific Plan (OSMSP).
- Receive Information from Staff in Response to Direction by the Commission During the Hearing on the OSMSP on March 27, 2008 Relative to Land Use Policy 4.
Yolo County Approved a Prior Version of OSMSP on October 24, 2006. That Approval was Appealed to the Commission by (1) the Natural Resources Defense Counsel and (2) the Concerned Citizens of Clarksburg, Et Al. The Commission Conducted a Public Hearing, and Found That the Specific Plan was Not Consistent with Three Policies of the Commission’s Resource Management Plan. The Commission Therefore Remanded the Matter to Yolo County. On March 11, 2008, the County Approved Modifications to the Specific Plan, and on the Same Day Resubmitted the Matter to the Commission. On March 27, 2008 the Commission Considered Whether the Revised Project was Consistent or Inconsistent with Land Use Policies 3 and 4, and Levees Policy 3. The Commission Directed Staff to Return on May 22, 2008 with (1) Formal Findings for Adoption for Land Use Policy 3 (Consistent) and Levees Policy 3 (Inconsistent) and (2) Additional Information Related to Commission Discussion on Land Use Policy 4.
- Consider Staff Recommendation That the Revised OSMSP is Not Consistent with Land Use Policy 4; or
- Find That the Revised OSMSP is Consistent with Land Use Policy 4; and
- Direct Staff to Return Commission on July 24, 2008 With Formal Findings of Inconsistency or Consistency on Land Use Policy 4 for Adoption.
