  5. ADOPT 5:30 p.m. as Routine Meeting Time for Meetings of the Commission at Locations Throughout the Delta Pursuant to Commission Discussion on January 24, 2008.
  6. APPROVE Holding a Special Meeting of the Commission on April 24, 2008 (alternate meeting date adopted by Commission on January 24, 2008) if deemed appropriate.

    1. Receive Grant Proposal Prepared by Staff for Submittal to California Coastal Conservancy Requesting Funding Support for Delta Trail Planning.
    2. APPROVE Resolution Authorizing Staff to Submit Grant Proposal, and Negotiate and Enter Into a Grant Agreement with the California Coastal Conservancy for Delta Trail Project Planning.
    3. DIRECT Staff to Complete Process Required to Receive Requested Funding.
  8. Direct Commission Executive Director to Represent the Commission in Meetings of the State Route 12 Corridor Advisory Committee Recently Created by the Solano Transportation Authority.
  9. Receive Excerpts from the California Administrative Procedure Act and the Regulations of the Commission, for Commission Member Reference, Relative to Ex-Parte Communications
  10. Receive Governor’s Proposed Actions for a Comprehensive Solution in the Delta, Including Department of Water Resources and Legislative Analyst’s Office Presentations to the Senate Committee on Natural Resources and Water .
  11. Receive Informational Update on the Process to Update the State Water Plan, Including Delta Workshop.  
  12. Receive Informational Update on State Regional Water Board Actions to Protect Beneficial Uses in the Sacramento-San Joaquin Delta.
  13. Receive Executive Director’s Report, Including Legislative Update.

    Regular Agenda

  14. Public Hearing on Resubmitted Old Sugar Mill Specific Plan (Clarksburg).  Yolo County Approved a Prior Version of This Specific Plan on October 24, 2006. That Approval was Appealed to the Commission by (1) the Natural Resources Defense Counsel and (2) the Concerned Citizens of Clarksburg, Et Al. The Commission Conducted a Public Hearing, and Found that the Specific Plan was Not Consistent with Three Policies of the Commission’s Resource Management Plan. The Commission Therefore Remanded the Matter to Yolo County. On March 11, 2008, the County Approved Modifications to the Specific Plan, and on the Same Day Resubmitted the Matter to the Commission. The Commission is to Determine Whether the Resubmitted Specific Plan is Consistent With its Resource Management Plan.

  15. Receive Informational Update on Delta Vision, Including the Formation of Work Plan Groups, Particularly Delta as a Place, and Governance and Strategic Planning.
  16. Commissioner and Staff Comments/Announcements.
  17. CLOSED SESSION.  At a Convenient Time During the Meeting, the Commission May Have a Closed Session, Pursuant to Government Code Section 11126(e), to Confer with Counsel Concerning Pending Litigation.
