  4. APPROVE Minutes of Meetings of July 27, 2006 and September 28, 2006.
  5. APPROVE 2006 Commission Meeting Schedule.
  6. Relative to Development of a Long Term Management Strategy for Dredged Material in the Delta (LTMS):
    1. AUTHORIZE Chair of the Commission (Chair) to Execute the LTMS Charter, for Which the Framework has been Amended to Include the Commission Executive Director on the Management Committee Pursuant to Comments by the Commission as Presented at the September 28, 2006 Commission Meeting.
    2. AUTHORIZE the Chair to Appoint Commissioner Reagan to Serve as the Commission's Representative on the Executive Committee.
  7. CONSIDER AND APPROVE the Following, Pursuant to Discussion at the September 28, 2006 Commission Meeting, Relative to the Delta Emergency Response Summit Facilitated by the Commission:
    1. Draft "Statement of Compelling Need" for Delta-wide Coordination and Collaboration;
    2. Draft Letter Institutionalizing Jurisdictional Intent to Participate in Joint Efforts of Delta-wide Benefit Relative to Emergency Preparedness and Response, and Associated Funding Opportunities; and
    3. Draft Letter to State Office of Emergency Services.
  8. Receive, from Executive Director, Quarterly Status of Accomplishments Relative to Commission 2006-2007 Strategic Work Plan Goals for Program Administration and for Implementation of the Land Use and Resource Management Plan for the Primary Zone of the Delta (Regional Plan).
  9. Receive Information Update on the Administration's Delta Vision Process.
  10. Receive Overview of Bay Delta Authority Approval of Funding Recommendations for Ecosystem Restoration Program Grants for Projects that Assist Farmers in Integrating Agricultural Activities with Ecosystem Restoration, Including Funding for Commission Proposal if Revised.
  11. Receive Informational Update from Commission Executive Directo.

  12. Receive Input from Commission Members Relative to Appointment of New Commission Members Pursuant to Assembly Bill 797. (L. Fiack) (5 minutes).
    1. Receive Informational Update on action taken by the Yolo County Board of Supervisors on the Clarksburg Old Sugar Mill Project. (L. Fiack)
    2. Hearing to Determine Whether the Appeals of the October 24, 2006 Decision of the Yolo County Board of Supervisors to Approve the Clarksburg Old Sugar Mill Specific Plan and EIR Raises an Appealable Issue Within the Commission's Jurisdiction. Staff Plans to Present a Recommendation in Writing. The Recommendation will be Available for Public Inspection - at the Commission's Office and on the Commission's Web Page www.delta.ca.gov - at Least Five Working Days Prior to the Hearing. (D. Siegel).
