- The CPR has recommended elimination of the Commission and transfer of its responsibilities to new Department of Natural Resources.

- The Commission reviewed a draft environmental justice policy in November 2003; the draft has been posted on the Commission's web site since that time. The Commission will possibly adopt the revised draft environmental justice policy.

- The Commission will adopt a budget and work plan for FY 04-05.

- The Commission reviewed a draft environmental justice policy in November 2003. The draft has been posted on the Commission's web site since that time. The Commission will possibly adopt the draft environmental justice policy.
- Report from Delta Land Use Impacts Committee Regarding Review of Projects in the Primary and Secondary Zones

- The Committee will recommend process for review of projects and activities.
- Plan to Update the Land Use and Resource Management Plan for the Primary Zone of the Delta: Utilities and Infrastructure and Levees

- The Commission has been directed to report on status of review of the Plan. Staff will present an overall plan to review the plan, and present analysis of Utilities and Infrastructure Polices and Levee Policies.
- Liberty Island: Strategies for Ownership and Management

- Liberty Island was purchased with CALFED funds granted to U.S. Fish and Wildlife Service and transferred to Trust for Public Lands. The Island was proposed to be included in a North Delta National Wildlife Refuge; a Refuge boundary has not been approved. The levees have breached and the Island is largely flooded. In the past, the Commission recommended that the Island be in State ownership over federal ownership. Staff will update the Commission on various management strategies under discussion regarding ownership and management of Liberty Island.
- Clarksburg Sugar Mill Specific Plan

- Staff will be preparing comments on a Draft Environmental Impact Report due October 25, 2004 and is seeking key issues and/or topics to include in the comment letter. Commission action would be direction to staff.
