  9. Consider Signing MOU Creating CALFED Agency Coordination Team(For Public Hearing and Possible Commission Action)
    1. The Commission will review and possibly act to direct Executive Director to sign MOU creating a new forum for State and Federal agencies to coordinate their activities associated with implementation of the CALFED Program. The ACT will replace the Management Group created by the CALFED Interim Governance MOU (March 2002). The CALFED Committee has reviewed this item.
  10. Consider Sending a Letter To CALFED Bay Delta Public Advisory Committee Suggesting that One Member Represent Recreation Interests (For Public Hearing and Possible Commission Action)
    1. The 30 member BDPAC currently has no member that represents primarily recreation interests. The draft letter suggests that when there is an opening on the BDPAC, one member should represent recreation interests. The Recreation Citizens Advisory Committee supported the draft letter; the CALFED Committee suggested the letter support broad, statewide recreation interests on the BDPAC and recognized that recreation issues are important to the current BDPAC members.
  11. Consider Accepting Staff Research/Report on Implementation of the CALFED Ecosystem Restoration Program In the Delta Protection Commission(For Public Hearing and Possible Commission Action)
    1. Staff has prepared a memo summarizing CALFED and other agency actions that will lead to meeting the CALFED Ecosystem Restoration Program in the Delta. The CALFED Committee suggested the memo would be useful for evaluating future grant applications and proposed projects.
  12. Briefing on Decker II/Habitat Enhancement Project(For Public Hearing and Possible Commission Action)
    1. Kent Nelson, Department of Water Resources, and Bob Orcutt, Department of Fish and Game
    2. The existing Levee Subventions Program, now part of the CALFED program, includes a requirement to provide "net habitat improvements" in the Delta. To meet this requirement of the program, DWR and DFG support development of individual habitat enhancement projects, rather than require each Reclamation District to provide "net habitat improvements". The proposed project is located on DFG-owned lands on Decker Island, Solano County. The Commission will possibly take a position of support.
  13. Briefing on North Delta Improvements(For Public Hearing and Commission Information)
    1. Gwen Knittweis, Department of Water Resources
    2. Department of Water Resources staff will brief the Commission on the status of studies and planning for the proposed North Delta Improvements Project. The project is described in the CALFED Record of Decision (August 2000) as "design and construct floodway improvements in the North Delta (such as on the lower Mokelumne River and Georgiana Slough) to provide conveyance, flood control and ecosystem benefits."

Update on the State Budget, Funding for the Delta Protection Commission and next Steps Regarding the Commission's Future (For Public Comment and Commission Discussion and Possible Action)

Staff will update the Commission on the requirements of the Budget Bill and the requirement for preparation and submittal of a report on the Commission on or before December 30, 2003.
