    1. Jeff Hart will brief the Commission on North Delta efforts to from a new, local non-profit entity to explore ownership and management options for three Delta Islands currently in federal and non-profit ownership: Prospect Island (Bureau of Reclamation), Little Holland Tract (Corps), and Liberty Island (Trust for Public Lands/CALFED funds).
  9. Briefing on Term 91 Issue in South Delta and Possible Impacts to Agriculture(For Commission Information Only)
    1. John Herrick, South Delta Water Agency, will brief the Commission on water contracts between the State Water Board and several South Delta farmers and how issues associated with Term 91 of those contracts could impact agriculture in the Delta.
  10. Possible Position re: Proposed Elimination of Funding to Counties to Offset Costs of Williamson Act Contracts (For Commission Information Only)
    1. The Commission will discuss sending a letter of support for funding to offset costs to Delta Counties associated with implementing the Williamson Act through contracts with landowners.
  11. Proposed Grant Application to State Water Resources Control Board for Funds to Design and Implement a Deltawide Monitoring Plan to Meet Requirements of Central Valley Regional Water Quality Control Board's Adopted Waiver for Agricultural Discharges (For Public Hearing and Commission Action)
    1. The Commission will discuss and act to direct staff regarding submittal of a preliminary grant application. A three page pre-application is due May 9, 2003; a complete application will be required in September of those applications selected by SWRCB staff for further consideration. While two separate applications will be prepared to address the North Delta (as part of a Sacramento Valley application) and West, Central, and South Delta, staff acted to preserve the option of a Deltawide program if SWRCB staff determines the Delta is an appropriate hydrologic unit for monitoring.
  12. Proposed Budget and Work Plan for FY 03-04 (For Public Hearing and Commission Action)
    1. The Commission will review and discuss and possibly adopt a proposed budget and work plan for FY 03-04. Approximately $300,000 has been designated in the Governor's budget from two special funds.
  13. Proposed Modifications to Records Retention Policy (For Public Hearing and Commission Action)
    1. The Commission will consider and possible adopt modifications to the Commission's adopted Records Retention Policy.
  14. Position on Pending Legislation (For Public Hearing and Commission Action)
    1. Staff will present recommendations of the Legislation Subcommittee regarding positions on pending legislation.
